Claude Code 1.0.22: Notebook 工具改用稳定 cell ID 定位，SDK 成本字段更名

NotebookEdit 从 0-based cell_number 改为必填 cell_id，并允许用 null 指定在开头插入；NotebookRead 增加按 cell_id 读取单个 cell 的参数。这让 Notebook 操作按 cell 标识而非位置寻址，调用方需要同步更新参数。官方发布说明另确认 SDK 将 total_cost 更名为 total_cost_usd；Runtime Prompt 还收紧了提交 Git 时的探索命令限制，并再次禁止使用 TodoWrite 和 Task。
