Oh My Pi 16.1.5: 统一工具参数编码与工具选择入口

`normalizeTools` 现在会无条件对参数进行线缆编码，避免 `intent: "omit"` 的工具把原始 arktype/zod Schema 对象泄漏到 `parameters`。`Agent Session` 移除了 `nextToolChoice()` 双入口，逐轮选择改由 `nextToolChoiceDirective()` 统一处理硬选择队列出队与活动工具过滤，避免调用方绕过软待选预览生命周期。发布说明未提供对应源码样例；Runtime Prompt 与 Tool Schema 的相邻比较状态均不可用。
